Improving teacher efficiency and effectiveness

I wonder if the proposed government initiative will help or hinder improvements to educational outcomes. It’s a fresh idea for sure but there is much detail to be clarified.

Who determines what schools need intervention and what criteria would be used? How do we decide what a good teacher is? No matter how good a teacher you are if the child does not come to school, is not fed or abused at home, I doubt much improvement will occur.

Personally I would like to see an Administrative Assistant/ PA attached to each group of 3-5 teachers. By doing this I suspect at least 20% of time could be freed up to support student learning rather than doing administrative roles. In this way perhaps student achievement could be raised.
