“Decision: Decline
In the REA’s view, providing a copy of the public register in order for your students to use as authentic data in constructing a database goes beyond the purposes set out in section 64, and therefore doing so would be a breach of an information privacy principle.
With this in mind, I have declined your request on the basis that doing so is necessary to protect the privacy of individuals in the register.”

I will just forward to the Ombudsman (as is now usual practice).
